Organizational Overview
Brookhaven Field Office Counterintelligence (BFO) Training and Awareness Program (TAP) Staff Specialist will coordinate, facilitate, update, record and research for program execution the TAP, including the management and recordation of metrics for the facilities within the AOR of the BFO: Brookhaven National Lab, Brookhaven Site Office, Laboratory for Laser Energetics at Rochester University, Princeton Plasma Physics National Laboratory, Princeton Site Office and the West Valley Demonstration Project. The critical functionality is based on highly developed customer service skill sets.
Position Description
Serve as the BFO Training and Awareness Program (TAP) Staff Specialist to coordinate, facilitate, update, record and research for program execution the TAP, including the management and recordation of metrics for the facilities within the AOR of the BFO.
Serve as the BFO Insider Threat Staff Specialist (ITP) providing the BFO client base with coordination and representation with the DOE Departmental Insider Threat Program (ITP) under the DOE/HQ Enterprise Assessment (EA) component.
Serve as the BFO ALT/COMSEC custodian; requiring initial training, regular recertification and inspection compliance.
Serve as the BFO Alternate Special Security Officer (A/SSO) requiring initial training, regular recertification and inspection compliance and providing the client base with superior customer service and responsiveness and as an adjunct to the BFO SSO.
Serve as the BFO TEMPEST coordinator, requiring initial training, regular recertification and inspection compliance.
Serve as the BFO Derivative Classifier (DC), requiring initial training, regular recertification and inspection compliance.
Serve as the BFO multi-media and web content expert to enhance, update and ensure relevance of the BFO Intranet website, thereby providing the client base with superior customer service, information, responsiveness and mission impact.
Deliver other program-specific products and services to internal or external customers in accordance with business or contractual requirements.
Perform work for the BFO Counterintelligence Program within the employee's functional and/or operational role.
Conduct A/SSO investigations and inquiries in accordance with DOE/IN Policy and Procedures.
Conduct site specific functions as directed by the BFO Senior Counterintelligence Officer (SCIO) or Deputy SCIO (DSCIO).
Develop and execute site/facility specific CI awareness briefings
Responsibilities include:
Responsible for operational support aspects of the DOE/IN ITP and TAP within the AOR of the BFO.
Responsible for the development, implementation, and continual improvement of the BFO CI ITP and TAP within the AOR of the BFO.
Responsible for strict compliance in the execution and auditing of the BFO COMSEC, TEMPEST, A/SSO and DC Programs.
Conduct liaison and work closely with local law enforcement, FBI personnel and other Intelligence Community members to identify ITP and TAP best practices and import such programs as appropriate in service to the client base.
Regularly review, update and evolve the BFO Intranet website.
Provide operational support to the SCIO and DSCIO.
Notifying the SCIO and DSCIO of all significant CI events, as appropriate.
Ensuring that appropriate information is timely and accurately reported.
Ensure that work is planned and completed within established control requirements, and according to BFO priorities and customer sanctioned schedule, budget, and deliverables.
Document all work in the appropriate unclassified and classified data systems.
Network with other sites' senior managers, program coordinators, and staff on ITP and TAP matters.
Identify additional program resource needs and submit funding requests to the SCIO.
Perform work effectively, efficiently, and safely.
Cooperate and assist other staff.
Develop and manage career goals.
Comply with the laboratory's policies, standards, and procedures, and regulatory requirements.
Maintain awareness of environmental impact of work, and apply pollution prevention and waste minimization techniques.
Identify potential hazards, environmental concerns, and unsafe conditions or practices in work or the work site, and implement or suggest controls to minimize risk.
Cease work activity, and/or issue a Stop Work Order upon observing imminent danger, and report the danger immediately to a supervisor or ESH Coordinator.
Respond to emergency situations or occurrence in an appropriate manner.
Position Requirements
Required Knowledge, Skills, & Abilities:
Requires a bachelor's degree plus minimum ten years related work experience.
Exceptional writing skills as related to informational documents and status reports
Self-organized and ability to work independently
Ability to obtain and retain Q and SCI access.
Excellent written and verbal communication skills
Ability to interact effectively with executive management.
Experience and a demonstrable record of achievement in customer and client services within the private sector and/or government
Experience and a demonstrable record of success in audit and inspection compliance within the private sector and/or government
Preferred Knowledge, Skills, & Abilities:
15 years of related experience.
Demonstrated problem solving and innovation skill sets.
Experience in community outreach to enhance and evolve customer and client services within the private sector and/or government
